Clean and cook the whole beef brisket in boiling water. Add green onion, ginger, and wine. Simmer for ½ hour. Remove the beef and let it cool. Reserve liquid. Cut beef into pieces 1“ x 1½” cubes.
Cut the potatoes and carrot into pieces the same size as the beef.
Heat oil in wok or skillet. Fry the garlic cloves. Add the curry powder and stir-fry over low heat. Place the beef in, stir-fry for 1 minute. Add the liquid reserved from step 1. Simmer for another ½ hour.
Season with salt. Add potatoes and carrots. Simmer over high heat for ½ hour until the beef is tender and the liquid has reduced by half. Remove to platter.
