Add the chili powder, cumin, paprika, red pepper flakes, garlic powder, onion powder, oregano, pepper, and salt to a small bowl. Stir to combine to make the taco seasoning. Set aside.
In a non-stick pan, warm oil over medium heat. Add the minced garlic bell pepper. Saute until the bell pepper softens.
Stir in the taco seasoning to coat the pepper and garlic mixture, then transfer to a plate or bowl and set aside.
Add the ground turkey to the pan and cook until the turkey is no longer pink.
Toss the seasoned bell pepper in with the turkey and add the green onions. cook for 2 more minutes.
Stir in the chopped cilantro and lime juice.
To serve, add the ground turkey mixture to the inner folds of the lettuce leaves. Top with avocado and enjoy.
