1. Sauté onion, green pepper, garlic and olive oil until garlic is fragrant.
2. In another pan, lightly brown the ground beef. Add to sauteed vegetables.
3. Add diced tomatoes, tomato sauce, chili powder and salt/pepper. Bring to a boil, lower heat and simmer for an hour.
4. Add in black beans during the last 15 minutes.
