1. Make the Dough: In a large bowl, combine flour and salt. Add the egg and about 1/2 cup water. Mix with your hands until a soft dough forms. Add a little more water if needed. Cover and let the dough rest for at least 30 minutes.
2. Prepare the Filling: Shred the onion and place it in a sieve or colander. Press to drain excess juice and discard the liquid. In a bowl, mix the drained onion, ground beef, salt, and pepper. Mash until well combined.
3. Shape the dumplings: Lightly flour your work surface and a large plate for resting the dumplings. Divide dough into two pieces. Roll one half into a very thin rectangle. Cut the dough into 2-inch (5 cm) squares.
Place about 1/2–1 tsp of filling in the center of each square. Bring the corners together and pinch at the top to form little bundles. Repeat with the remaining dough and filling. Place shaped dumplings on the floured plate and dust lightly with more flour to prevent sticking.
4. Prepare the Sauces:
Chili Oil: In a small pan, gently heat the oil and red pepper flakes over low heat until fragrant. Remove from heat and set aside.
Yogurt Sauce: In a bowl, mix yogurt with garlic. Set aside.
5. Cook the dumplings: Bring a large pot of salted water to a boil. Add the dumplings and boil for 20–25 minutes, until the filling is cooked and the dough is tender. Drain well.
6. Serve: Divide evenly among plates. Spoon over garlic yogurt and drizzle with warm chilli oil.
