In a large, deep sauté pan (with lid), combine oil and water. Place chicken into the pan and sprinkle with the salt and pepper.
Spread onions on top of chicken, then sprinkle 1 tsp. of the turmeric over onions.
Place pan on stove top, turn heat to high and cover with lid, leaving slightly open to allow steam to escape.
Bring to a boil then reduce to a medium-low temperature to simmer for 20 minutes.
Remove lid, add remaining 1 tsp. of turmeric and give everything a good stir. Add raisins and cover again with lid slightly open for another 20 minutes.
Remove pan from heat, let stand for 5 minutes and serve.
