1. Prepare a steamer by placing 3 inches of water in the pot and add the steamer basket and lid on top. Let sit over a burner on high heat.
2. Meanwhile, mix carrot, apple, onion, and garlic together in a medium-sized bowl.
3. Add the ground beef, Tamari, sesame oil and ground white pepper into the bowl and knead thoroughly until mixed evenly.
4. Roll the meat and vegetable mixture into balls and place them on a glass or metal dish that will fit in the steamer.
5. Place taro chunks on top of meatballs.
6. When water boils and steam is emerging from the pot, place the dish into the steamer basket.
7. Steam for 8-10 minutes.
