In a frying pan over medium heat, warm the 1 tbsp oil, add bread crumbs, and a pinch of each salt and pepper. Cook, stirring occasionally, until the crumbs begin to brown (5 minutes).
Add garlic and remove from heat and stir for 1 minute longer.
Make dressing.
Chop the parsley, celery, cucumber, green beans, red onion.
Assemble the salad- mix together parsley, white beans, green beans, celery, cucumber, and onion.
